Absolute Monarchy - a form of government whereby the monarch has power over every aspect of their peoples' lives and rules above the law. Ambassador - a diplomat sent to a foreign court to represent their own country. Each court would have ambassadors from the other countries (e.g. In Philip's court, there would be an English and a French ambassador, as well as others). Conciliar System - system of government used by Charles and Philip whereby separate councils were responsible for separate areas of government, e.g. war. Courier - a messenger. 'El Prudente' - name given to Philip by those who believe that his approach to government was cautious and careful. Factions - groups of people who share a particular political view, and who compete to win the favour of the monarchy. Juntas - informal committees used by Philip to discuss policies. These may have been evidence that Philip realised that the workload was too great for one man.
